"The Priest" is shown as a priest because this is the best symbolic interpretation. His truly meaning is to be a wise father for all of us, not only for a small familiy. His words are the interpratation of the laws of heaven, not of the laws of a specific church. In this way he's a teacher of universal laws. With his feet he's standing on the earth, he's one of us and he understands our basicly wishes of human life. With his mind he's in heaven and like a sheppard who takes care for his sheep, it's his basicly wish to take care for all of us.  While "The Emperor" has active might on earth, "The Highpriest" has no truly might, he's only a teacher and everyone of us has the right and the possibility to follow this sheppard or not.
